Ceira Fogg is Madeline's mother, first mentioned in the original book. Depending on her presumed storyline, she presumably may or may not be deceased. Her purpose is to care for Madeline and her life.

Ceira appears to be sharing the same hair color as her daughter until Season 2 of its animated series' run. Very little is known about her, apart from giving Madeline a doll house in the original book and paying a visit with her husband Mr. Fogg to the boarding school in both the Madeline's Christmas book and the special adaptation along with the other parents.
In Madeline and the Soccer Star within the animated TV series, Ceira is possibly related to Andre's father or mother since Andre shares the same hair color as Ceira and her daughter Madeline.

Mr. Fogg prior to the events when Madeline was very little, leaving her orphaned as "a ward of the church", according to Miss Clavel.
The alternate backstory was also used in the television special Lost in Paris, with Madeline believing that she has no family. Madeline is the only known orphan in the school. It is unknown what became of her siblings. Ceira is also mentioned by Madeline as her "Mama" and wearing the gold animal beaded necklace as her memento of her until it was broken into pieces, leading Pepito and the eleven girls led by Chloe to retrieve it during their search for Madeline's whereabouts. Madeline also said at the end of the film after she donated the reward for the opening of a new boarding school that Fifi and the other girls to take study, stating that this is what her mother had wished.
